SIP 68: Revert locked wallet funds

Overview
The Sui community is voting on a proposal to support the Cetus Recovery Plan by enabling a one-time transaction that would return assets stolen from the Cetus protocol. These funds are currently held in two attacker addresses.
Proposal Details
If approved, the upcoming Sui release will include a protocol upgrade that allows two special transactions. These transactions will:
- Be hard-coded with the attacker addresses, stolen assets, and recovery destination
- Verify the outcome of this vote
- Transfer the stolen asset objects to a multi-sig wallet (jointly managed by Cetus, the Sui Foundation, and OtterSec)
How Voting Works
- 🕒 Voting is open for up to 7 days
- ✅ Validators can vote Yes, No, or Abstain
- 🏛 Votes are weighted by stake, excluding the Sui Foundation’s stake for neutrality
- 📣 Stakers are encouraged to delegate to validators that represent their stance
Approval Requirements
- The proposal passes only if more than 50% of total stake (excluding Abstain) votes Yes or No, and the "Yes" stake outweighs the "No" stake
- Voting can close early (after 2 days ) if the uncast votes can no longer affect the result
